    January 31, 2017 By Bill Gertz China flight tested a new variant of a long-range missile with 10 warheads in what defense officials say represents a dramatic shift in Beijing's strategic nuclear posture. The flight test of the DF-5C missile was carried out earlier this month using 10 multiple independently targetable reentry vehicles, or MIRVs. The test of the inert warheads was monitored closely by U.S. intelligence agencies, said two officials familiar with reports of the missile test. The missile was fired from the Taiyuan Space Launch Center in central China and flew to an impact range in the western Chinese desert. No other details about the test could be learned. Pentagon spokesman Cmdr. Gary Ross suggested in a statement the test was monitored. "The [Defense Department] routinely monitors Chinese military developments and accounts for PLA capabilities in our defense plans," Ross told the Washington Free Beacon.     China’s military underwent a major restructuring last year in a bid to prepare its military for conflict, the Pentagon said in its latest annual assessment of the Communist Party-controlled People’s Liberation Army (PLA).

    The armed forces were reformed with new military regions, a new command structure, and updated strategies to better fight regional, high technology warfare, the 145-page report to Congress says. “These reforms aim to strengthen the Chinese Communist Party’s (CCP) control over the military, enhance the PLA’s ability to conduct joint operations, and improve its ability to fight short-duration, high-intensity regional conflicts at greater distances from the Chinese mainland,” the report said.     New multiple-warhead missiles to break arms treaty limit

    Russia is doubling the number of its strategic nuclear warheads on new missiles by deploying multiple reentry vehicles that have put Moscow over the limit set by the New START arms treaty, according to Pentagon officials.

    A recent intelligence assessment of the Russian strategic warhead buildup shows that the increase is the result of the addition of multiple, independently targetable reentry vehicles, or MIRVs, on recently deployed road-mobile SS-27 and submarine-launched SS-N-32 missiles, said officials familiar with reports of the buildup.

    “The Russians are doubling their warhead output,” said one official. “They will be exceeding the New START [arms treaty] levels because of MIRVing these new systems.”

    The 2010 treaty requires the United States and Russia to reduce deployed warheads to 1,550 warheads by February 2018.

    A Chinese attack submarine conducted a simulated cruise missile attack on the aircraft carrier USS Reagan during a close encounter several weeks ago, according to American defense officials.

    The targeting incident near the Sea of Japan in October violated China’s 2014 commitment to the multinational Code for Unplanned Encounters at Sea, known as CUES, designed to reduce the risk of a shooting incident between naval vessels, said officials familiar with details of the encounter they described as “serious.”

    A section of the non-binding 2014 agreement states that commanders at sea should avoid actions that could lead to accidents or mishaps. Among the actions to be avoided are “simulation of attacks by aiming guns, missiles, fire control radar, torpedo tubes or other weapons in the direction of vessels or aircraft encountered.” N
