Officer Identified As Firing Fatal Shot Has 3 Complaints On File, City Records Show

The Minneapolis police officer said to be the one who fired the shot that killed 40-year-old Justine Damond Saturday night in southwest Minneapolis had three complaints on file, according to city records.

Multiple sources confirmed to KSTP Monday morning that the identity of the officer is Mohamed Noor.

The Hennepin County Medical Examiner's autopsy report, released Monday night, indicates Damond died from a single gunshot wound to the abdomen, and that the manner of death was a homicide.

Noor joined the department in March 2015 and is currently assigned to the 5th Precinct in the southwest part of the city.

City records show one complaint against him was dismissed with no disciplinary action being taken. The other two remain open.

Minneapolis Police Chief Janee Harteau is calling the officer-involved shooting "clearly a tragic death."

The chief said in a statement Monday afternoon:

I want to acknowledge the pain and frustration that family and community members have following the fatal officer involved shooting on Saturday night. This is clearly a tragic death.

I also want to assure you that I understand why so many people have so many questions at this point. I have many of the same questions and it is why we immediately asked for an external and independent investigation into the officer-involved shooting death. I've asked for the investigation to be expedited to provide transparency and to answer as many questions as quickly as we can.

A source with direct knowledge of the shooting said Monday the officer fired at least once, killing the woman. The source said that Noor was sitting in the passenger seat at the time of the shooting.

Noor reportedly shot across his partner who was the driver of the squad at the time. The shooting occurred at 11:30 p.m. Saturday.

Noor issued a statement through attorney Tom Plunkett Monday afternoon:

"Officer Noor extends his condolences to the family and anyone else who has been touched by this event. He takes their loss seriously and keeps them in his daily thoughts and prayers," the statement read.

"He came to the United States at a young age and is thankful to have had so many opportunities. He takes these events very seriously because, for him, being a police officer is a calling. He joined the police force to serve the community and to protect the people he serves. Officer Noor is a caring person with a family he loves and he empathizes with the loss others are experiencing.

"The current environment for police is difficult, but Officer Noor accepts this as part of his calling. We would like to say more, and will in the future. At this time, however, there are several investigations ongoing and Officer Noor wants to respect the privacy to the family and asks the same in return during this difficult period."

According to a source, the driver of the squad car was Matthew Harrity. Harrity was announced as a community service officer in January 2016, according to a city bulletin.

At last check, according to sources, neither officer had spoken to BCA investigators about the incident.

City records show Harrity has one open complaint on file.

The officers were responding to a 911 call made by the woman who had reported possible assault in the alley in the Fulton neighborhood.

Noor and Harrity have been placed on paid administrative leave, which is standard procedure after shooting such as this.

Noor is the first Somali-American police officer in the 5th Precinct. He has a degree is business administration and economics from Augsburg College.

According to the Minnesota Bureau of Criminal Apprehension, which is investigating the incident, there have been 10 officer-involved shootings in 2017 so far in Minnesota. Those shootings include both fatal and non-fatal incidents. The BCA has investigated nine of those 10 incidents.

Meanwhile, there were 13 deaths from officer-involved shootings in 2016, 13 in 2015 and seven in 2014.

The BCA said the investigation into the incident continues and that additional details will be provided once interviews with the officers are complete.

The release said those interviews have been requested and the officers are working with their attorneys to schedule them.

The release again stated the officers' body cameras were not turned on at the time and that squad video did not capture the incident. It continued to say the BCA investigation will not determine whether a law enforcement agency policy is violated.

That, the release said, will be reviewed through the department's internal affairs process.

Indiana Police Officer Dubbed ‘Teddy Bear’ Gunned Down After Responding To Car Crash

An Indiana volunteer police lieutenant responding to a traffic accident was gunned down Thursday by one of the injured occupants of an overturned car, officials said.

The officer was identified as Lt. Aaron Allan, 38, a six-year veteran of the Southport Police Department who had 20 years of law enforcement experience. Allan was the department's officer of the year in 2015 and was known by his nickname, "Teddy Bear," The Washington Post reported.

"It is with a heavy heart that I say this afternoon we lost a brother, Lt. Aaron Allan," SPD Chief Thomas Vaughn said. "Lieutenant Allan was a hard worker, and today was no different. He responded to a crash with urgency to preserve life. Tragically, his was lost."

Jason Brown, 28, was one of two suspects taken into custody in the shooting and is facing a preliminary murder charge, according to a police report obtained by FOX59. Though a motive was not immediately disclosed, Hendricks County court records reviewed by The Indianapolis Star showed Brown had been convicted of misdemeanor marijuana possession in 2014 and was sentenced to 30 days in jail. The Indianapolis native, who remained hospitalized Friday in good condition, also had been issued three traffic tickets in Marion County and another in Greene County since 2009.

Allan was a member of the department's robust volunteer service, who work "with full police powers but without pay," according to the Indy Star.

On Thursday, Allan, who had reportedly dreamed of becoming an officer since he was 5 years old, was called to a seemingly innocuous car accident in southern Marion County around 3 p.m.

Allan was at the scene with a second officer, from the Homecroft Police Department, and an off-duty Johnson County Sheriff's deputy. When Allan approached the flipped car, one of the two occupants started shooting, officials said.

The Homecroft officer and off-duty deputy returned fire, hitting the shooter, police said.

“We heard a lot of sirens. We were unsure what was going on,” witness Ciarra Williams told FOX 59. Others pedestrians near the scene reported being startled by the sound of gunshots.

Betsy Strohm, a resident of the Southport neighborhood, called the shooting death "devastating."

"This never should happen to any police officer, especially when they're giving their time to help our community," Strohm told the Indy Star. "This is very, very sad."

“Today, Lt. Aaron Allan was doing what officers do each day: responding to the scene of an accident to help someone in their time of need,” Indianapolis Mayor Joe Hogsett tweeted. “His death is a shocking and tragic reminder of the difficult, often dangerous work of police officers across Marion County.”

Allan was the second Indiana police officer to die Thursday.

Deputy Chief James "Jim" Waters, 48, died after he was involved in a serious car crash during the weekend. Waters was traveling eastbound on the interstate when a semi hit his vehicle from behind, fire officials told FOX 59.

Deputy Shot While Doing Paperwork In His Car

Authorities in Harrison County (MS) are searching for the man who shot a deputy right inside of his cruiser near Biloxi, just off of Highway 605.

It happened on Friday as the deputy was doing paperwork in his car. A man drove up to his car, got out and shot the deputy.

The deputy, who was shot in the left side of his chest, was airlifted to USA Medical Center in Mobile, where he was treated and then released about two hours later, according to Mobile County Sheriff’s Office Chaplain Ron Pierce. The deputy has about a 6-inch bruise and broken ribs.

Harrison County Sheriff Troy Peterson said the deputy’s injuries were not life threatening, thanks to a protective vest that stopped the bullet.

“The vest saved his life,” said Peterson.

An intense manhunt is taking place for the suspect, who is described as an older white male, possibly in his 40s-50s, about 6 feet to 6 foot 3 inches tall, 260-280 pounds, with a muscular build. He has dark hair and a dark mustache. He was wearing jeans and gray garden gloves. He is also driving a 90’s model white Ford F-150, with copper wiring in the bed.

After the shooting, Governor Phil Bryant sent out a message on Twitter saying, “We are thankful the Harrison County deputy’s vest stopped the bullet. Our prayers continue for a quick recovery.”

Officer Crawls Across Partially Frozen Pond To Rescue Dog

A New Jersey police officer made one dog owner's Christmas by crawling across a partially frozen pond to save her beloved pet a few days before the holiday.

Officer Robert Voorhees of Hopewell, New Jersey slowly made his way across a frozen pond to save the dog, named Nisel, which had fallen through the ice and couldn't get out.

The rescue was recorded by an officer's body camera.

Voorhees fastened himself to a rope and made his way to the edge of the pond. The dog swam toward the officer who grabbed her by the collar.

The officer and the dog were then pulled to safety by other officers.

Fortunately, the animal was not seriously injured. She warmed up and reunited with her owner, who repeatedly thanked and hugged the officer.

Utah Sheriff’s Deputy Rescues Boy From Icy Water, Officials Say

A Utah sheriff’s deputy saved an 8-year-old boy who fell through an icy pond while chasing his dog, authorities said.

Police said a group of children were playing near a pond in New Harmony on Monday evening when a boy’s dog ran off, KUTV reported. A boy in the group followed it out onto the pond when the ice cracked and he fell in.

Unable to get him out on their own, the other children ran for help and authorities were called to the scene, the outlet said.

Sergeant Aaron Thompson of the Washington County Sheriff’s Office arrived first and “made the personal decision” to attempt the rescue without using any equipment, according to a press release obtained by Fox 13.

Thompson forced a path through 25 feet of ice to where the boy was stuck, ultimately freeing and bringing him back on land, Lt. David Crouse of the Washington County Sheriff’s Office told the outlet.

“He and another citizen were actually able to break through the ice, go into the water, and retrieve the boy out of the pond,” Crouse said. “He was taken to a nearby ambulance.”

The boy is believed to have been in the near-freezing water for about a half hour until he was rescued, Thompson said at a news conference Tuesday. The officer previously had served on a search and rescue dive team and located the child in an area where a woman reported seeing his hand minutes before.

“I couldn’t feel anything. I didn’t notice anything when I was doing it,” Thompson said. “I knew that time was of the essence. I had a very short window to get that child out of the water.”

“As the ice got thicker, I couldn’t break it with my arms and my fists anymore, so I had to jump up on top of the ice, putting my weight on it, and then pound on it to get it to break,” he added.

Emergency services arrived on scene and flew the boy to Dixie Regional Medical Center, KUTV said. He was reportedly unconscious as they left, but had vitals.

Authorities said Wednesday that the boy, identified only as Jason, was awake and doing well. The sheriff's office said he was coherent and responding to questions from hospital staff.

The deputy also required medical attention because of hypothermia and cuts on his arms and hands, KUTV reported. The dog was reportedly unharmed in the incident.



Boy, 8, Rescued From Frozen Utah Pond Is Awake, Doing Well

Authorities say an 8-year-old Utah boy who was rescued after falling through the ice on a frozen pond on Christmas is awake and doing well.

The Washington County Sheriff's Office said Wednesday afternoon that the little boy, identified only by his first name Jason, is coherent and has been responding to questions from staff at a Salt Lake City hospital.

Lt. David Crouse said the family is thankful for prayers they've received and have described the rescue as "a Christmas miracle."

Washington County sheriff's Sgt. Aaron Thompson rescued the boy by punching and stomping his way through the ice. Thompson says rescuers believed the boy was in the cold water for about 30 minutes.

The boy fell through the ice in the town of New Harmony, in southwestern Utah.
