‘Doomsday Today in Aleppo’: Assad and Russian Forces Bombard City
SEPT. 23, 2016
Syria’s war escalated abruptly on Friday as government forces and their Russian allies launched ferocious aerial assaults on opposition-held areas of Aleppo and threatened a ground invasion, while efforts at the United Nations to revive a cease-fire appeared to collapse.
Repeated airstrikes that obliterated buildings and engulfed neighborhoods in flames killed about 100 people in Aleppo, the divided northern Syrian city that has epitomized the horrors of the war, turning the brief cease-fire of last week and hopes for humanitarian relief into faint memories. The bombings knocked out running water to an estimated 2 million people, the United Nations said.
“It is the worst day that we’ve had for a very long time,” said James Le Mesurier, the head of Mayday Rescue, which trains Syrian rescue workers. “They are calling it Dresden-esque.”
A video shot by a witness showed buildings burning after an airstrike on the Mwasalat neighborhood in the eastern part of the city.

John Kerry Warns Diplomatic Ties With Russia About To End
Posted on September 28, 2016 by Sean Adl-Tabatabai in News, US // Comments ()
US Secretary of State John Kerry has threatened to cut all diplomatic ties with Russia, in a bleak deterioration in US-Russia relations this week.
The US State Department confirmed that Kerry issued an ultimatum to his Russian counterpart, Sergey Lavrov, warning him that unless Russian and Syrian bombardment of Aleppo ends, relations between Moscow and Washington D.C. would revert to Cold War levels.
Metro.co.uk reports:
Kerry’s spokesman, John Kirby, says Kerry expressed grave concern over Russian and Syrian government attacks on hospitals, water supplies and other civilian infrastructure in Aleppo.
He says Kerry told Lavrov that the U.S. holds Russia responsible for the use of incendiary and bunker-buster bombs in an urban area.
Kerry told Lavrov the U.S. was preparing to ‘suspend U.S.-Russia bilateral engagement on Syria,’ including on a proposed counterterrorism partnership, ‘unless Russia takes immediate steps to end the assault on Aleppo’ and restore a cease-fire.
Russian or Syrian warplanes knocked a major Aleppo hospital out of service today, hospital workers said, and ground forces intensified an assault on the city’s besieged rebel sector, in a battle that has become a potentially decisive turning point in the civil war.
Shelling damaged at least another hospital and a bakery, killing six residents queuing up for bread under a siege that has trapped 250,000 people with food running out.
The World Health Organization said it had reports that both hospitals were now out of service.
UN Secretary-General Ban Ki-moon condemned the attacks describing them as ‘war crimes.’
‘Let us be clear. Those using ever more destructive weapons know exactly what they are doing. They know they are committing war crimes,’ Ban told the Security Council.
‘Imagine the destruction. People with limbs blown off. Children in terrible pain with no relief,’ he said. ‘Imagine a slaughterhouse. This is worse.’
The two biggest hospitals in rebel-controlled parts of Aleppo have been bombed in what non-government organizations residents say are deliberate attacks by the Syrian regime and its Russian allies to eliminate these structures.
In May, the UN Security Council adopted a resolution on the protection of health workers and facilities during armed conflicts, but there has been no letup in these kinds of attacks in Syria and Yemen.
‘International law is clear: medical workers, facilities and transport must be protected. The wounded and sick – civilians and fighters alike – must be spared,’ Ban said.
‘Deliberate attacks on hospitals are war crimes. Denying people access to essential health care violates international humanitarian law.’
Ban cited statistics gathered by Physicians for Human Rights that show that 95 percent of the medical personnel who were in Aleppo before the war ‘have fled, been detained, or killed.’
‘There must be action. There must be accountability,’ he said.
US Spox John Kirby threatens Russia with “more body bags, attacks on Russian cities"

U.S. Secretary of State John Kerry threatens to cut off all cooperation with Moscow over Syria, unless attacks on Aleppo are stopped and the ceasefire is restored. That's as his spokesperson warns of even worse consequences...
In a veiled threat against the Russians, US State Department spokesman John Kirby warns Russia of ‘more body bags” and “attacks on Russian cities” if the Russians will not cooperate with them in Syria.
Kirby’s words didn’t go unnoticed by the Russian Foreign Ministry spokesperson.
“And those [acts of terrorism] will be perpetrated by ‘moderate’ [Syrian opposition groups]?” Zakharova asked in her Facebook post. “Just the ones that Washington has been unable to separate from Al-Nusra for as long as six months?”
“[What about] Terrorist attacks in France, America and other countries; the beheadings of people of all nationalities by Islamic State militants in Syria – is this all kind of a different paradigm? Perhaps another ‘parallel reality?’
… Deputy Foreign Minister Sergey Ryabkov said on Thursday that the US statements on the suspension of cooperation with Russia on Syria amount to blackmail.
“It’s a policy of threats and blackmail, aimed at imposing solutions favorable to US and its clients,” Ryabkov told RIA Novosti. “It’s impossible to reach a settlement and stabilization on such basis. But there’s no winning love by force. We have our own approach and principles,” he added.
Lavrov told Kerry that the US has long promised to separate the rebels from terrorists, citing a recent interview of an Al-Nusra commander, revealing how the group is receiving outside support, including American weapons. He also told Kerry that a number of US-backed groups are working side by side with the Al-Qaeda affiliate Al-Nusra Front.
‘Russia will continue to send troops home in body bags’: US warns Moscow if Syria violence goes on
Unless Russia “stops the violence” in Syria, extremists would “exploit the vacuum” to attack Russian interests and even cities, the US State Department has said.
“Extremist groups will continue to exploit the vacuums that are there in Syria to expand their operations, which could include attacks against Russian interests, perhaps even Russian cities. Russia will continue to send troops home in body bags, and will continue to lose resources, perhaps even aircraft,” John Kirby, the State Department’s spokesperson, told reporters at Wednesday’s press briefing.
If the war continues “more Russian lives will be lost, more Russian aircraft will be shot down,” Kirby said.
Early on Wednesday, US Secretary of State John Kerry threatened to end all cooperation between the United States and Russia to stop Syria’s civil war, unless Moscow and Damascus ended the current attack on East Aleppo.
“We are working through steps that we might have to take to begin to suspend our engagement with Russia on Syria. We haven’t taken those steps yet,” said Kirby. “The message to the [Russian] Foreign Minister today was that we are perfectly willing and able to move forward on those steps that would end with the suspension of US-Russia bi-lateral engagement in Syria.”
Russian Foreign Minister Sergey Lavrov presented a different version of the call with Secretary Kerry, with the demand that the US live up to its obligation to separate opposition forces from extremist groups.
The US promised long ago to separate the rebels from terrorists and it needs to live up to that obligation, Lavrov told Kerry, bringing up the recent interview of an Al-Nusra commander about how the group is receiving outside support – including American weapons – as well as the statement of a Syrian opposition leader Riyad Hijab that he did not consider Al-Nusra terrorists.
Foreign Minister Lavrov told Kerry that many US-backed groups are working side by side with the Al-Qaeda affiliate, and brought up media reports that Nusra was receiving weapons from the US.
During the press briefing, Kirby said the US had “influence over some of the [rebel] groups but not all.”
“There are other nations that have influence. We have admitted that not all opposition groups on every single day have abided by it, and we have continued to work with them on that,” Kirby said, asked about the rebels’ violations of the Syrian ceasefire.
Russian FM spox: US talk of ‘attacks in Russia, body bags, downing jets’ sounds like ‘get ’em’ call
Russian FM Spokeswoman Maria Zakharova hit back at her US counterpart John Kirby, who warned that terrorist attacks may take place in Russia if the civil war continues in Syria. His remark sounds like a call to “get ’em,” she noted.
“Extremist groups will continue to exploit the vacuums that are there in Syria to expand their operations, which could include attacks against Russian interests, perhaps even Russian cities. Russia will continue to send troops home in body bags, and will continue to lose resources, perhaps even aircraft,” US State Department spokesperson John Kirby told reporters at Wednesday’s press briefing, adding that if the war in Syria continues “more Russian lives will be lost, more Russian aircraft will be shot down.”
Moscow says US failed to separate rebels from terrorists in response to US ultimatum over Syria
“Don’t you think that such ventriloquism about ‘body bags,’ ‘terrorist attacks in Russian cities’ and ‘loss of aircraft,’ sounds more like a ‘get ’em’ command, rather than a diplomatic comment?” Zakharova concluded.
On Wednesday, Russian Foreign Minister Sergey Lavrov and US Secretary of State John Kerry held a telephone conversation during which the latter threatened to halt all cooperation between Moscow and Washington, aimed at stopping Syria’s civil war, unless Moscow and Damascus ended the current attack on East Aleppo.

Foreign Minister today was that we are perfectly willing and able to move forward on those steps that would end with the suspension of US-Russia bi-lateral engagement in Syria,” he added.
‘Americans are on our side’: Al-Nusra commander says US arming jihadists via 3rd countries
Deputy Foreign Minister Sergey Ryabkov said on Thursday that the US statements on the suspension of cooperation with Russia on Syria amount to blackmail.

Moscow prepared for possible nuclear attack - EMERCOM
Representatives for the Russian Emergency Situations Ministry (EMERCOM) said that all bomb shelters and underground shelters in Moscow meant for the evacuation of people in case of a nuclear attack or other emergencies, "were prepared and will be able to accommodate the entire population of the capital."
"As a result of the introduction of new approaches to civil defense, an inventory of underground facilities of the city was conducted. The Moscow underground facilities will be able to protect 100% of the population of the city," deputy head of EMERCOM of Russia in Moscow, Andrei Mishchenko said.
He also added that the department takes urgent measures to enhance civil defense. The department updates the legal framework and modernizes control and alarm systems.
"We work to improve the public training system in the field of civil defense," he said.
Noteworthy, the Ministry for Communications, the Finance Ministry, the Ministry for Industry, the Russian State Reserve and the Bank of Russia earlier took part in a sudden inspection of the Russian army. The above-mentioned departments worked in a "war-time" mode to test their systems for a possible war.
The Washington Free Beacon wrote citing US intelligence that Russia suddenly started building super bunkers. According to the publication, "dozens" of such bunkers are being built across the country.
Experts point out that their creation is associated with the introduction of a prospective integrated automated command and control system of the fifth generation into Russian missile forces.
To crown it all, according to services responsible for the organization of civil defense and emergency response, a special program was launched in Moscow in 2015 , within the scope of which bomb shelters and fallout shelters were built or renewed in every district of the Russian capital.
Two years ago, Russia conducted drills to repulse a nuclear attack on Moscow and strike a massive retaliatory blow. Reportedly, President Putin used the "nuclear suitcase" during the drills.
In 2015, both Russian and American generals said for the first time that a nuclear war between the United States and Russia was close like never before.
"Despite the fact that the majority of Russians, including Muscovites, do not know where bomb shelters are located in their neighborhoods, there is a list of addresses of bomb shelters. The shelters are now maintained accordingly to give people an opportunity to go through several days of a man-made emergency or a nuclear attack," EMERCOM officials said.

US-Russian Conflict Over Syria
More Dangerous Than the Old Cold War,
Here's Why
19:30 02.10.2016(updated 19:44 02.10.2016)
https://m.sputniknews.com/politics/2...-analysis.html
The Syrian conflict has brought Russia and the US to the brink of a diplomatic
crisis, with US officials warning that Moscow should expect to lose planes,
send troops home in body bags and face attacks on Russian cities if they
refuse to cooperate with Washington. Russian analysts explain why this
crisis is worse than anything during the Cold War.
Last week, commenting on the resumption of hostilities in Syria,
State Department spokesman John Kirby suggested that if the Syrian
government's offensives against militants continue, extremist groups
might attack Russian cities, and Moscow "will continue to send troops home
in body bags, and…to lose resources, perhaps even aircraft."
ゥ Flickr/ Chuck Hagel
Threatening ‘Body Bags’: Is All-Out War Between Russia and the US on its Way?
Kirby's comments were a particularly sharp variation of similar warnings
by other US officials, including John Kerry, who threatened to halt all
cooperation with Russia. Kerry's words were followed by anonymous
officials telling Reuters that Washington might allow Gulf States to supply
rebels with sophisticated weapons, or even conduct a deliberate attack
on a Syrian air base.
US officials' remarks were met with a harsh response from their Russian
counterparts, Defense Ministry spokesman Igor Konashenkov suggesting
that Kirby's comments were a "frank admission" that the Syrian opposition
is a US-controlled "terrorist Internationale."
Presidential spokesman Dmitri Peskov, meanwhile, limited his comments
to calling Kirby's words "clumsy," and promising that Moscow will continue
to assist the Syrian military.
Meanwhile, Russian experts are concerned that harsh rhetoric might
quickly turn into direct clashes, with Moscow and the US engaging
in an all-out 'war by proxy' in Syria. Analysts have pointed out that
Russia has not been able to achieve even limited cooperation with the
Obama administration on Syria, and things might get even worse under
his successor.
Speaking to the independent online newspaper Svobodnaya Pressa,
Sergei Ermakov, a senior expert at the Russian Institute for Strategic
Studies, said that Moscow and Washington have found themselves in
a "deadly embrace" over the Middle Eastern country.
"In its intensity, it surpasses even the Cold War,"
the analyst suggested. "It's true that our two countries
are not engaged in an ideological confrontation, but this,
oddly enough, makes the situation even more unpredictable,
and therefore more dangerous."
"In Soviet times, there was a clear division of interests, and a number
of areas where our competition with the Americans was limited,"
Ermakov recalled. "Now, ideological delimitations no longer exist,
and there are many areas where our interests [theoretically] intersect.
Nevertheless, Moscow and Washington have continued to hold
fundamentally different positions." "For example, both Russia
and the US pay lip service to fighting a war on international terrorism.
But in practice, the two sides demonstrate diametrical approaches
to the problem, and this is strikingly illustrated by the situation in Syria."
"Therefore," the analyst suggested, "the scenarios for proxy conflicts
with the US can take severe and dramatic turns – that much was confirmed
by Kirby's remarks. Washington did not allow itself to make such frank
statements even during the Cold War. Factually, behind Kirby's words
is a direct threat."
Ermakov stressed that "it's clear that Russia's response to this threat
will consist of holding to our position in Syria, whatever the US may
be willing to stoop to."
According to the expert, US efforts to undermine Russia may include
using 'moderate opposition' forces to strike the Russian contingent,
supplying militants with advanced weapons, coordinating their activities
and sharing intelligence information. This scenario could result in Russian
aircraft may be shot down.
"In fact, this was the same thing the US did in Afghanistan; really the
subtext of Kirby's statement was exactly that – a threat to move the Afghan
scenario to Syrian soil. In Afghanistan, we can recall, the Mujahedeen
also transitioned from using ancient Enfield rifles to modern weapons,
after the US revised its strategy."
ゥ Sputnik/ Maksim Blinov
'Moscow Grows Disenchanted' With Idea of US-Russian Cooperation in Syria
Other scenarios are also possible, Ermakov noted, including 'accidental'
attacks on Syrian forces, using the template of last month's attack on
Syrian forces at Deir ez-Zor, after which Daesh militants began an offensive.
Ultimately, whatever happens next, Ermakov emphasized that "if Russia
were to show weakness in response to the US threat, the situation
would shift fundamentally [against it] in all respects, including in
negotiations and the working group on restoring Syria; therefore,
there will not be any significant concessions on our part."
Unfortunately, the analyst noted, Russian-US tensions over Syria aren't
likely to ease any time soon. "The interests which have been affected are
very serious…I think this conflict will remain a trend for a long time,
and the new US administration will not affect it. Foreign policy processes
have their own inertia, largely determining the actions of the new president
and his or her cabinet. I do not exclude that the new president, whoever
it may be, will be put in a situation where he or she will not be able
to drastically turn the tables."
"One has to understand that the US president is just the tip of the iceberg.
Behind him is a team of actors and groups that support him. Perhaps the
worsening situation in Syria today was created so that the new leader will
not leave the desired 'policy line'."

Secretary of State Kerry Admits War on 'Legitimate' Syrian Government is Illegal
For his part, retired Air Force Col. Vladimir Karyakin, a professor at
the Military University of the Russian Ministry of Defense, pointed out
that the US, Russia, and half a dozen other countries, including Turkey,
Qatar, Saudi Arabia and Iran, are already engaged in a proxy war in Syria.
Accordingly, so long as Syrian government continue to have the upper
hand, and to demonstrate the greater will to win, US officials' "hysteria"
about Damascus's successes, and about Russia's support for Damascus,
will continue.
"But it will move to the area of information and psychological warfare,
including a global operation to discredit Russia. However, I am confident
that it will not reach the level of direct military clashes."
Karyakin believes that Russia's only option is to dig in its heels."One must understand that this is a regional conflict involving majorUltimately, the analyst suggested that given the intense geopolitical and
oil and gas interests. Saudi Arabia and Qatar want to lay oil and gas
pipelines through Syrian territory to Turkey; the Assad government
is interfering with these plans. Turkey, in turn, wants to become an
international energy hub, capable of dictating terms not just to Europe,
but to Gazprom."
geoeconomic interests involved, in the nearest future the Syrian war
"may be unlikely to expand, but neither will it become any less fierce."

World War Three is one step closer. US stops bilateral contact with Russia on Syria
Alex Christoforou 204
The US has officially stopped all bilateral contact with Russia on Syria.
The US State Department has just announced that it is suspending diplomatic relations with Russia over Syria, a move that places the entire planet one step closer to a war between the two nuclear powers.
The impasse between the two nations come down to this simple truth…
Russia has been invited to Syria, legally under international law, to destroy Al Qaeda and ISIS, and restore order to what is the legitimate, internationally recognised government of Syria.
The United States has not been invited into Syria, and is operating illegally under international law, to destroy the legitimate, internationally recognised government of Syria, with a proxy army consisting of Al Qaeda and ISIS jihadists.
The two sides are world’s apart, and on a collision course of epic proportions.
US State Department spokesman John Kirby…
“This is not a decision that was taken lightly.”
“Unfortunately, Russia failed to live up to its own commitments — including its obligations under international humanitarian law and UNSCR 2254 — and was also either unwilling or unable to ensure Syrian regime adherrence to the arrangements to which Moscow agreed,”
“Rather, Russia and the Syrian regime have chosen to pursue a military course, inconsistent with the Cessation of Hostilities, as demonstrated by their intensified attacks against civilian areas.”
The US State Department spokesman (who only a few days back said ‘Russians would be coming home in body bags’) accused Russia and the Syrian Army of escalating its attacks on civilian areas.
Kirby said the Russian and US militaries will continue to use a communications channel set up to ensure the two forces do not get in each others’ way during “counterterrorism operations in Syria.”
One mistake, by either side, and things can easily spiral out of control.
Here is John Kirby’s full statement…
Zerohedge reports further on the freeze in bilateral relations between Moscow and Washington…
The United States is calling home personnel who had been sent to Geneva in order to set-up a “Joint Implementation Center” with Russian officers to plan coordinated strikes.Via: http://www.zerohedge.com/news/2016-1...s-russia-syria
And US diplomats will suspend discussions with Russia on reviving a September 9 deal reached between US Secretary of State John Kerry and Russia’s Foreign Minister Sergei Lavrov. Under that protocol, a truce came into effect on September 12 but it collapsed within a week amid bitter recriminations and a surge of fighting in the five-year-old civil war.
Kirby repeated Washington’s charge that Russia and the regime were responsible for the deadly September 19 attack on a United Nations aid convoy in northern Syria, outside Aleppo. He had nothing to say about the confirmed US-alliance strike on Syrian troops that killed over 60 soldiers.
While we await the Russian response, we can’t help but note that the drums of (global, non-proxy) war in Syria are beating ever louder. The next escalatory step from the US at this point would be to send US troops in Syria, which would be promptly met with a matched retaliatory response by Russia, and perhaps China too, which as reported several weeks ago, informally joined the conflict on the side of Syria’s president Assad when it said it would provide “aid and military training” to Syria’s current president.

Russian Weather Report Discusses Nuclear Strike Against U.S.
Oct. 06 2016 — 13:00
— Update: Oct. 06 2016 — 16:37
![]()
A segment of a Russian weather report which discussed the impact of a potential nuclear strike on the United States has been cut from the channel's official website.
The clip, which was originally broadcast on the state channel Rossiya 24 this July, can still be viewed on social media.
The footage formed part of a larger report, which tied an analysis of Russia's early warning radar systems into a look ahead at the Russian weather.
The country's RTI radar station in Siberia's Krasnoyarsk region had announced earlier that day that it had successfully identified a ballistic missile's precise trajectory on a practice range.
As part of the unedited report, the host discussed the potential impact of a nuclear explosion in the U.S. state of Nebraska, explaining that it would knock out electronic devices as far away as southern Canada.
The segment now no longer appears as part of the report on the channel's website.
The channel's creative approach to the weather has previously fueled a number of controversies.
In one clip aired in October 2015, the channel included a special segment dedicated to flying conditions in Syria, and whether it would affect Russian pilots carrying out airstrikes.
The edited version of the segment, which now no longer features a discussion on Nebraska's impending nuclear Armageddon. YouTube / Vesti 24
Correction: this article originally stated that the weather report on a nuclear strike against Nebraska aired on Russian television this week. The report in fact aired earlier this year, in July.

Russia Orders Government Officials To Immediately Bring Back Students Studying Abroad
by Tyler Durden
Oct 11, 2016 7:42 PM
In Europe, when it gets serious, you have to lie... at least if you are an unelected bureaucrat like Jean-Claude Juncker. In Russia, however, when it gets serious, attention immediately turns to the children.
Which is why we read a report in Russian website Znak published Tuesday, according to which Russian state officials and government workers were told to bring back their children studying abroad immediately, even if means cutting their education short and not waiting until the end of the school year, and re-enroll them in Russian schools, with some concern. The article adds that if the parents of these same officials also live abroad "for some reason", and have not lost their Russian citizenship, should also be returned to the motherland. Znak cited five administration officials as the source of the report.
The "recommendation" applies to all: from the administration staff, to regional administrators, to lawmakers of all levels. Employees of public corporations are also subject to the ordinance. One of the sources said that anyone who fails to act, will find such non-compliance to be a "complicating factor in the furtherance of their public sector career." He added that he was aware of several such cases in recent months.
It appears that the underlying reason behind the command is that the Russian government is concerned about the optics of having children of the Russian political elite being educated abroad, while their parents appear on television talking about patriotism and being "surrounded by enemies."
While we doubt the impacted children will be happy by this development, some of the more patriotic locals, if unimpacted, are delighted.
Such as Vitaly Ivanov, a political scientist who believes that the measure to return children of officials from studying abroad, is "long overdue." According Ivanoc, the education of children of the Russian elite abroad is subject to constant ridicule and derision against the ruling regime. "People note the hypocrisy of having a centralized state and cultivating patriotism and anti-Western sentiment, while children of government workers study abroad. You can not serve two gods, one must choose."
On the other hand, political analyst Stanislav Belkovsky quoted by Znak, believes that such decisions should be approached with more pragmatism. Such a recommendation is more likely to lead to an outflow of officials from the state, rather than allow the return of the children studying at elite foreign universities. He also warned of attempts to recreate an echo chamber such as that experienced after the failed July coup attempt on Turkey's President Erdogan.
But what he said next was more disturbing: "On the one hand, this is all part of a package of measures to prepare the elites for some 'big war' even if it is rather conditional, on the other hand - this is another blow to the unity of President Putin with his own elite" Belkovsky said. He adds that the Western sanctions launcedh in March 2014, had sought to drive a wedge between Putin and elites. In response, the Kremlin began to act precisely according to the logic of these sanctions. "But while a ban for having assets in the West is one thing, and understanable, when it comes to a ban for offshore health and education services, the blowback will be far greater, as it represents a far more important element of the establishment's life strategy."
Ultimately the motivation behind Putin's decision is unclear: whether it is to show Russia's high-ranking oligarchs who is boss, to boost a sense of patriotism among the nation by sending a symbolic message that the west is no longer a welcome destination for Russia's rich kids, or just a preemptive move of repatriating of any individuals affiliated with Russian politics for other unknown reasons; however it underscores the severity of the ongoing diplomatic crisis and just how significant the upcoming isolation between Russia and the West is likely to become in the coming months - unless of course tensions deescalate dramatically in the very near future - resulting in even greater collapse in global commerce and a further slowdown to world economic growth, which may ultimately lead to an armed conflict, whether regional or global, as the only possible outcome.

Russia Says It’s Joining China to Counter U.S. Missile Defense
Ilya Arkhipov world_reporter
Russia said it’s working with China to counter U.S. plans to expand its missile-defense network, which the two nations see as targeting their military assets.
The upgrades aim to give Washington the ability to launch a nuclear strike “with impunity,” Lieutenant General Viktor Poznikhir of the Russian Armed Forces General Staff said Tuesday at a security forum in Xiangshan, China, according to a transcript of his speech posted on the Defense Ministry’s website. The Asian neighbors this year conducted a joint missile-defense exercise of their computer command staff, he said.
“We are working together on ways to minimize possible damage to the security of our countries," Poznikhir said. “The illusion of invulnerability and impunity under the guise of missile defense will encourage Washington to make unilateral steps in dealing with global and regional issues. This could lead to a decrease in the threshold for using nuclear weapons to preempt enemy actions.”
Russia’s concern about U.S. nuclear capabilities highlights a deepening rift between the Cold War foes as they trade accusations over the war in Syria. While NATO members have stressed that the alliance’s global missile shield will be a defense solely against potential attacks from so-called “rogue states,” particularly Iran and North Korea, Russia and China have been voicing concerns over their own security.
In May, Russian President Vladimir Putin said that placing parts of the system in Romania and Poland -- once Soviet satellites -- is threatening peace in Europe and warned that it may trigger a new arms race. China described the U.S. Terminal High Altitude Area Defense system as an "out-and-out strategic" move that threatens its national security, warning about taking “necessary measures to safeguard” its interests. The plan has already soured Chinese ties with South Korea.
According to Poznikhir, the U.S. defense system includes weapons that, if fired from a warship in the Baltic Sea, can intercept ballistic missiles launched from the European part of Russia before a nuclear warhead is separated. U.S. missile defense launchpads can also be used for Tomahawk cruise missiles and there is no guarantee that such systems wouldn’t replace Thaad complexes in South Korea, he said.

Russia is ordering all of its officials to fly home any relatives living abroad amid heightened tensions over the prospect of global war, it has been claimed.
Politicians and high-ranking figures are said to have received a warning from president Vladimir Putin to bring their loved-ones home to the 'Motherland', according to local media.
It comes after Putin cancelled a planned visit to France amid a furious row over Moscow's role in the Syrian conflict. Former Soviet leader Mikhail Gorbachev has also warned that the world is at a 'dangerous point' due to rising tensions between Russia and the US.

The exact reason for the order is not yet clear.
But Russian political analyst Stanislav Belkovsky is quoted by the Daily Star as saying: 'This is all part of the package of measures to prepare elites to some 'big war'.'
Relations between Russia and the US are at their lowest since the Cold War and have soured in recent days after Washington pulled the plug on Syria talks and accused Russia of hacking attacks.

Mr Gorbachev's comments come as France has said they will ask the International Criminal Court's prosecutor to launch an investigation into war crimes it says have been committed by Syrian and Russian forces in eastern Aleppo, pictured
The Kremlin has also suspended a series of nuclear pacts, including a symbolic cooperation deal to cut stocks of weapons-grade plutonium.
Putin's decision to cancel his Paris visit came a day after French President Francois Hollande said Syrian forces had committed a 'war crime' in the battered city of Aleppo with the support of Russian air strikes.
Putin had been due in Paris on October 19 to inaugurate a spiritual centre at a new Russian Orthodox church near the Eiffel Tower, but Hollande had insisted his Russian counterpart also took part in talks with him about Syria.
The unprecedented cancellation of a visit so close to being finalised is a 'serious step... reminiscent of the Cold War', said Russian foreign policy analyst Fyodor Lukyanov.
'This is part of the broader escalation in the tensions between Russia and the West, and Russia and NATO,' he told AFP.
The Kremlin has also been angered over the banning of the Russian Paralympic team from the Rio Olympics amid claims of state-sponsored doping of its athletes.

The unprecedented cancellation of Putin's visit to France so close to being finalised is a 'serious step... reminiscent of the Cold War', said Russian foreign policy analyst Fyodor Lukyanov
Retired Russian Lt. Gen. Evgeny Buzhinsky told the BBC: 'Of course there is a reaction. As far as Russia sees it, as Putin sees it, it is full-scale confrontation on all fronts. If you want a confrontation, you'll get one.
'But it won't be a confrontation that doesn't harm the interests of the United States. You want a confrontation, you'll get one everywhere.'
Earlier this week British Foreign Secretary Boris Johnson waded into the row, calling for anti-war campaigners to protest outside the Russian embassy in London.
Johnson said the 'wells of outrage are growing exhausted' and anti-war groups were not expressing sufficient outrage at the conflict in Aleppo.
'Where is the Stop the War Coalition at the moment? Where are they?' he said during a parliamentary debate.
"Far better it is to dare mighty things, to win glorious triumphs even though checkered by failure, than to rank with those poor spirits who neither enjoy nor suffer much because they live in the gray twilight that knows neither victory nor defeat."
-- Theodore Roosevelt
This is a bit concerning.
If it's saber rattling, that's a lot of hassle and effort to go to for it. Same with the recent drills. Then again, the Russians do like to do everything big.

Russian Military Test-Fires 3 Ballistic Missiles In Same Day
October 12, 2016
The Russian military has test-fired three ballistic missiles in one day, drills that come amid a U.S.-Russian rift over Syria.
The Defense Ministry said a nuclear submarine of the Russian Pacific Fleet launched an intercontinental ballistic missile from the Sea of Okhotsk off Russia's far east at a military firing range in the northwest on Wednesday.
A Northern Fleet nuclear submarine later fired a missile in the opposite direction from the Barents Sea, in the far north west.
Separately, a ground-based Topol intercontinental ballistic missile was fired from the Plesetsk launch pad in northern Russia at the Kamchatka range in eastern Russia.
The launches come as U.S.-Russian relations have hit their lowest point in years after the collapse of a truce in Syria, where Russian warplanes are backing the Syrian army.
New Wartime State Management System Gives Full Power To Russian Military – Report
October 11, 2016
A recent military exercise in southern Russia saw the first real-time test of the state management system that allows the Defense Ministry to assume direct control over municipal and regional authorities, police, state security and emergency services.
“In the course of the strategic war games Caucasus-2016, the Defense Ministry has for the first time tried how a military district command can directly manage the regions of the Russian Federation,” popular daily Izvestia quoted an unnamed high-placed military source as saying.
“Exercising the interaction with state power bodies was one of the main objectives of the war games. In general it went well, but we also encountered some problems and presently we are preparing some legislative proposals that would correct the revealed drawbacks,” the source added.
In particular, the military wants to switch completely from the previous scheme, under which in times of war all regional authorities and federal ministries worked on their own dedicated tasks and the Defense Ministry only had a coordinating role.
The new rules of wartime administration would give all administrative powers to the military, which would issue direct commands to regional authorities, law enforcers, rescuers and the National Guard.
Russia currently has five military districts that comprise the Defense Ministry’s territory division units. In times of war, the command of each of these districts will be divided into two parts – the Operative Strategic Command and the Wartime Military District. The former will be in charge of military operations and the latter will control the draft, logistics and execution of all special regime measures, such as maintaining public order and the increased security of strategic installations and communications.
The new system was tested in southern Russia’s Stavropol Region, Ingushetia and Crimea.
Military sources also told reporters that all the proposed changes are in line with the 2016-2020 Plan of Defense signed by President Vladimir Putin in November 2015.
Earlier this month, Russia conducted major civil defense training involving 40 million people nationwide. A total of 200,000 rescue professionals and 50,000 vehicles took part in the exercise, which lasted four days. According to the Emergencies Ministry, the drill was meant to test coordination between federal, regional and local authorities, the feasibility of contingency plans for emergencies, the state of civil defense infrastructure such as shelters and emergency supply stockpiles, and other aspects of the system. However, this year’s exercise was not exceptional in terms of scale – the drill in 2013 involved over 60 million people.
Be Warned: Russia Is Reading US Bluster As a Sign of War.
And Preparing Accordingly
As US politicians and pundits have fun talking tough about Russia

Originally appeared at Consortium News
During the Reagan administration, I was one of the CIA analysts
assigned to present to White House officials the President’s Daily Brief,
which summed up the CIA’s views on the pressing national security issues
of the day. If I were still in that job – and assuming CIA analysts are still
able to speak truth to power – I am afraid that I would be delivering
alarming news about the potential of a U.S.-Russian military clash.
We analysts were responsible for picking up warnings from Moscow
and other key capitals that the U.S. news media often missed or
downplayed, much as the major news outlets today are ignoring
the escalation of warnings from Russia over Syria.
For instance, Russian defense spokesman Maj. Gen. Igor Konashenkov
warned on Oct. 6 that Russia is prepared to shoot down unidentified
aircraft – including any stealth aircraft – over Syria. It is a warning
that I believe should be taken seriously.
It’s true that experts differ as to whether the advanced air defense systems
already in Syria can bring down stealth aircraft, but it would be a mistake
to dismiss this warning out of hand. Besides, Konashenkov added, in a
telling ex-ante-extenuating-circumstance vein, that Russian air defense
“will not have time to identify the origin” of the aircraft.
In other words, U.S. aircraft, which have been operating in Syrian skies
without Syrian government approval, could be vulnerable to attack with
the Russian government preemptively warning that such an incident
won’t be Moscow’s fault.
As for the prospects of reviving the Syrian negotiation track, its demise was
never clearer than in the remarks on Sunday by Foreign Minister Sergey
Lavrov in a lengthy interview with Russian Channel One. He ended it with
a pointed comment: “Diplomacy has several allies in this [Syria] endeavor
– Russia’s Aerospace Forces, Army, and Navy.”
Lavrov recognizes that Secretary of State John Kerry has failed in his
efforts to get the U.S.-backed “moderate” rebels to separate from
Al Qaeda’s Syrian affiliate, which has been renamed from Nusra Front
to the Syria Conquest Front. With that key “separation” feature of
the partial cease-fire gone, Lavrov is saying that military force is the only
way to drive the jihadists from their stronghold in east Aleppo and restore
government control.
President Vladimir Putin and his advisers seem willing to bear the risk of
escalation in the hope that any armed confrontation can be limited to Syria.
There also appears to be an important element of timing in Russia’s current
behavior with the Russians considering it best to take that risk now, since
they believe they are likely to face a more hawkish president on Jan. 20.
Of equal importance, there seems to be a new feeling of confidence
inside the Kremlin, even though the “correlation of forces” globally and
in the Middle East remains in favor of the United States. Russia has
gained a key ally in China, and Chinese media have shown
understanding and even sympathy for Russia’s behavior in Syria.
Often overlooked is the fact that China played down its longstanding
insistence on the inviolability of sovereign borders and avoided criticizing
Russia’s annexation of Crimea in 2014, following what was widely viewed
as a U.S.-backed coup in Ukraine that removed elected President Viktor
Yanukovych. The Chinese do not care for “regime change” – whether in
Kiev or Damascus – and look askance at U.S. insistence that President
Assad “must go.”
More important, military cooperation between Russia and China has never
been closer. If Russia finds itself in a major escalation of hostilities in the
Middle East and/or Europe, the troubles may not end there.
The U.S. should expect significant saber-rattling by China
in the South China Sea.
All of these signs point to very dangerous days ahead, though there has
been little intelligent discussion of these risks in the major U.S. news media
or, seemingly, in Washington’s halls of power.
There is a sense of sleepwalking toward an abyss.

Nuclear war 'IMMINENT' as Russia tells citizens to find out where the closest bunkers are
NUCLEAR war could be imminent as Russia told its citizens to urgently prepare for a devastating radioactive conflict as relations with the West stoop to their lowest since the Cold War.

Russia told its citizens to find their nearest nuclear bunker amid WW3 fears
A terrifying Russian television broadcast explicitly told civilians to find out where their nearest bomb shelter is and repeatedly asked viewers if they were ready for nuclear war.
One apocalyptic broadcast told viewers on Moscow's state-owned TV channel NTV: "If it should one day happen, every one of you should know where the nearest bomb shelter is. It’s best to find out now."
The enraged host, Evgeny Kiselyov, blasted America's "impudent behaviour" and spent two hours warning that a conflict could take "nuclear dimensions".
Aggressive posturing from Russia in recent weeks has seen the state force 40 million of its citizens to take part in a massive defence drill to prepare them for a nuclear holocaust.
Russia’s military announced it would run the country-wide drill in preparation of a large-scale war.

Tensions are mounting between Putin and Obama over the Syrian conflict
The governor of St Petersburg clarified what bread rations people could expect should Russia come under attack – 300 grams for 20 days.
The Kremlin also ordered nuclear capable missiles to be rolled into a base in mainland Europe, on an enclave near Poland called Kaliningrad.
It comes as Russia vowed to shoot down any American fighter planes that attack President Bashar al-Assad's forces in Syria.
GETTY
Bombs have been raining down on Syrian civilians as Russia continues its bombardment
Verbal jousting between the US, Britain and Russia over the issue of the ongoing bombardment of civilians in Syria are reaching a peak, with the very real possibility of genuine armed conflict between the nations taking place over the city of Aleppo.
But one expert believes Putin's latest ramping-up of tensions is simply a tactic to prevent the US from interfering in Syria and to put the incoming American President on the back foot when they take office next year.

Russia has developed and successfully tested a radio-electronic combat system is without equal anywhere in the world.
"The real prototypes of such weapons have already been made and confirmed its effect," said a representative of the company OPK charge of production of these weapons, reports USA Today Rasa.
The weapon was presented during the exhibition of high military equipment and weapons to Armenia. It is a weapon that can be classified as so-called. weapons that are based on new physical principles, and examples of such technologies as laser and hypersonic weapon.
A company representative says that the latest HVAC Russian system is unparalleled in the world. "This is a completely new kind of weapon. Similar weapons does not in our country is not in the world, "he said.
This feat of engineering is able to disable the different types of targets without ubičajnog use of ammunition and grenades. Instead, the weapons used "directed energy".
"It works with no real physical contact on the equipment in military vehicles, aircraft or unmanned aerial vehicles and neutralize precision guided weapons," said a representative of the manufacturer.
This weapon was first presented to Russian military officials in September, at the presentation of non-public.
In February it was still the chief commander of NATO in Europe, and now a retired US General Philip Bridlou warned of the growing power of Russia in electronic warfare. While working on numerous projects of development of non-conventional weapons, including radio-electronic as well as infrared and laser, Bridlou believes that the US has some catching up to Russia.
"We need to develop these kinds of weapons, but we do not have sufficient capacity," he said.

World War 3: Putin Launching Missiles, Russia Preparing For Battle?

It appears that World War 3 may be happening soon as Russia launches the Topol missile from a submarine in the Barents Sea. This missile is considered as the fastest in the world.
"This is a conflict, there should be no doubt," said Matthew Rojansky, director of the Kennan Institute at the Wilson Center, according to CNN.
According to reports, RS-12M Topol is a deadly, single-warhead intercontinental ballistic missile which covers a range of 10,000 kilometres or 6,125 miles. This can also bear nuclear warhead, with a yield of 550 kilotons.
Three ballistic missiles were recently launched by Russia. Aside from the Topol missile, another missile was launched from a north-west island. A nuke rocket from a Pacific Fleet submarine was also launched in the Sea of Okhotsk over Japan.
Just recently, two rockets were launched aiming at the coast of Antalya, Turkey where many UK nationals are holidaying. Although there are no casualties with the launch, many are speculating that it could be Russia who did the rocket attack.
Meanwhile, Russian Defence Minister Sergei Shogi said that World War 3 is not happening. He stipulated that the launch are "normal combat training manoeuvres" and will not be a threat to world peace.
"The ideas of a military war, a new cold war or an arms race are being circulated. Of course, it is not true," he said.
In another news, Russian President Vladimir Putin is calling out Russian relatives of officials who are living or schooling abroad to go back home. This move could be because of the possibility of sparking World War 3 anytime due to the conflict of US and Russia over the civil war in Syria.
It is known that Russia sent airstrikes to Syria to kill the rebels. But the concern of US is the innocent lives being taken because of the attacks. Since Russia has expressed their intention to pulverize and flatten Aleppo, there is a possibility that US and UK will intervene by reviewing the military options of the Russian campaign.
