    Stanley McChrystal: Gun Control Requires 'Serious Action'

    Retired Gen. Stanley McChrystal came out in favor of gun control restrictions in a Tuesday morning appearance on MSNBC's "Morning Joe."

    "I spent a career carrying typically either a M16, and later a M4 carbine," he said. "And a M4 carbine fires a .223 caliber round, which is 5.56 millimeters, at about 3,000 feet per second. When it hits a human body, the effects are devastating. It's designed to do that. That's what our soldiers ought to carry."

    Said McChrystal, "I personally don't think there's any need for that kind of weaponry on the streets and particularly around the schools in America. I believe that we've got to take a serious look -- I understand everybody's desire to have whatever they want -- but we have to protect our children and our police and we have to protect our population. And I think we have to take a very mature look at that."

    McChrystal, though he resigned in disgrace in 2010 after a Rolling Stone article, is still revered by many as a top general, and his comments are significant for a former member of the military. If he does continue to advocate for gun control, he could be a significant voice in a movement whose opposition appeals to machismo.

    "I think serious action is necessary.

    Sometimes we talk about very limited actions on the edges, and I just don't think that's enough," he said.

    Asked what his message was to the National Rifle Association and the House Judiciary Committee, he said, "I think we have to look at the situation in America. The number of people killed by firearms is extraordinary compared to other nations. I don't think we're a bloodthirsty culture, and we need to look at everything we can do to safeguard our people."

    New York City Mayor Michael Bloomberg, a co-founder and backer of Mayors Against Illegal Guns, praised McChrystal later in the program. "Stanley McChrystal is a guy who has more credibility than I ever will have in terms of guns and the damage that guns can do," he said. "He's devoted his life to public service. But Stanley McChrystal can be as good a spokesman as can the five of us."

    As reported in the New York Times last week, a significant number of innocent Afghans continue to be killed by US and NATO forces despite new rules issued by Gen. Stanley McChrystal meant to help reduce civilian casualties. Indeed, the number of Afghans who have been killed or hurt by troop shootings at convoys and military checkpoints has basically remained the same since McChrystal announced his directives.

    “We have shot an amazing number of people, but to my knowledge, none has ever proven to be a threat,” said McChrystal during a recent video-conference with troops, the Times reported.

    Talking Points Memo has obtained a longer transcript of McChrystal’s statements, which you can read in full here.

    McChrystal spokesman Tadd Sholtis tried to place the general’s comments in context in an email to TPM: “The general was urging his forces to exercise courageous restraint (by suggesting that it is unlikely that erratic behavior at a checkpoint constitutes a threat) while also expressing sympathy for the confusing and threatening situations in which both soldiers and Afghans find themselves” Sholtis wrote.

    From McChrystal’s remarks:
    We really ask a lot of our young service people out on the checkpoints because there’s danger, they’re asked to make very rapid decisions in often very unclear situations. However, to my knowledge, in the nine-plus months I’ve been here, not a single case where we have engaged in an escalation of force incident and hurt someone has it turned out that the vehicle had a suicide bomb or weapons in it and, in many cases, had families in it. That doesn’t mean I’m criticizing the people who are executing. I’m just giving you perspective. We’ve shot an amazing number of people and killed a number and, to my knowledge, none has proven to have been a real threat to the force.
    Since taking command last summer, McChrystal has worked to limit the killing of innocent civilians, which fuels resentment among Afghans and threaten to undermine local support for NATO’s mission in the country.

    USDA Orders 326,000 Rounds of Ammunition As Homeland Security Stays Quiet Over 450 Million Round Order

    In the last few weeks the fact that the Department of Homeland Security recently ordered 450 million rounds of hollow point ammunition (which was on top of the 2 million ordered in 2009) has been heavily discussed by numerous alternative media outlets.

    For their part, the corporate controlled media and the DHS itself have chosen to stay quiet, refusing to answer inquiries as to why they need millions of hollow point bullets at a time when they are largely focusing on domestic operations.

    A recent report by RT highlighted this fact:
    The DHS has signed off on an “indefinite delivery” from defense contractors ATK that will include, for some reason, nearly 500 million high-power ammunition for .40 caliber firearms.
    The department has yet to discuss why they are ordering such a massive bevy of bullets for an agency that has limited need domestically for doing harm, but they say they expect to continue receiving shipments from the manufacturer for the next five years, during which they plan to blow through enough ammunition to execute more people than there are in the entire United States.

    “We are proud to extend our track record as the prime supplier of .40 caliber duty ammunition for DHS,” reads an official statement from Ron Johnson, ATK’s president of Security and Sporting, who adds that his group will also be giving up weaponry to the DHS subdivision of ICE, or Immigrations and Custom Enforcement.

    While ammunition itself seems not too unreasonable of a request by a major federal entity that emphasizes domestic durability and safeguarding the country from coast to coast, the choice — and quantity — of its hollow point order raises a lot of questions about future plans for the DHS.

    ATK says they won their contract with the US government by being able to provide them with 450 million HST bullets, which it describes as “the next generation in high performance duty ammunition.”
    Apparently Homeland Security is not the only domestic government agency that has bought a large amount of ammunition in the last 7 months.

    In a post published on the now infamous Fbo.gov website, the US Forest Service (USDA) solicited and secured a bid for over 300,000 rounds of ammunition (scary raw milk farmers beware) including:

    (8 9 caliber frangible, 10,000 rounds or equivalent,
    (9) .223 caliber frangible, 10,000 rounds or equivalent,
    (10) 12 gauge 1 oz slug, 7,500 rounds or equivalent
    The cartridges shall be delivered to Albuquerque, NM.
    An article from the Prepper Podcast Radio Network also cited a bid from the US Fish and Wildlife services and a solicitation from the FBI.
    The U.S. Fish and Wildlife Services require the following items, Exact Match Only, to the following:

    1. Remington Frangible .40 Caliber Pistol Ammunition – 2,500 rounds

    2. Remington .40 Caliber Pistol Ammunition (180 grain) Full Metal Jacket – 6,000 rounds

    3. Remington .223 Caliber Rifle Ammunition (62 grain) Full Metal Jacket – 3,000 rounds

    4. Remington FX Marking Cartridges (9 mm) – 2,000 rounds
    These requirements seem normal considering the possibility of running into grizzly bears and wolverines. These, to me, are acceptable quantities to order.

    And of course the FBI needs about 100,000,000 rounds of .40 caliber ammunition for law enforcement needs. It posted the request November 15, 2011 and the order will be awarded this week. Oddly, it states a fixed price indefinite-delivery indefinite-quantity type contract; however the pricing requirements go up to 100,000,000 rounds.
    That’s right, the US government apparently needs over 750 million extra .40 caliber rounds for use in what can only be assumed to be future “domestic operations.”

    Police chief says citizens could be subject to ID checks

    In response to a recent increase in crime, Paragould Mayor Mike Gaskill and Police Chief Todd Stovall offered residents at a town hall meeting Thursday night at West View Baptist Church what could be considered an extreme solution — armed officers patrolling the streets on foot.

    Stovall told the group of almost 40 residents that beginning in 2013, the department would deploy a new street crimes unit to high crime areas on foot to take back the streets.

    "[Police are] going to be in SWAT gear and have AR-15s around their neck," Stovall said. "If you're out walking, we're going to stop you, ask why you're out walking, check for your ID."



    Stovall said while some people may be offended by the actions of his department, they should not be.

    "We're going to do it to everybody," he said. "Criminals don't like being talked to."

    Gaskill backed Stovall's proposed actions during Thursday's town hall.hey're going to have to prove it."

    Stovall said the foot patrols would begin on the east side of town and would eventually snake into the Pecan Grove area.

    He said the police would follow where crime was taking place in order to snuff it out.

    Normally, police would not stop individuals for simply walking on the street, but Stovall said the level of crime in certain areas and concerns from residents gave his officers the right to institute the actions announced at the town hall event.

    "This fear is what's given us the reason to do this. Once I have stats and people saying they're scared, we can do this," he said. "It allows us to do what we're fixing to do."

    Stovall further elaborated on the stop-and-ID policy Friday morning, claiming the city's crime statistics alone met the threshold of reasonable suspicion required to lawfully accost a citizen.

    "To ask you for your ID, I have to have a reason," he said. "Well, I've got statistical reasons that say I've got a lot of crime right now, which gives me probable cause to ask what you're doing out. Then when I add that people are scared...then that gives us even more [reason] to ask why are you here and what are you doing in this area."

    Stovall said he did not consult an attorney before announcing his plans to combat crime. He even remained undaunted when comparing his proposed tactics with martial law, explaining that "I don't know that there's ever been a difference" between his proposals and martial law.

    Stovall said task force members would not even be required to be looking for a specific suspect before stopping citizens on the street.

    "Anyone that's out walking, because of the crime and the fear factor, [could be stopped]," he said.

    Should an individual not produce identification, Stovall said his officers would not back down. Individuals who do not produce identification when asked could be charged with obstructing a governmental operation, according to Stovall.

    "I'm hoping we don't run across [any] of that," Stovall said. "Will there be people who buck us? There may be. But we have a right to be doing what we're doing. We have a zero-tolerance. We are prepared to throw your hind-end in jail, OK? We're not going to take a lot of flack."

    On Friday, however, Gaskill retreated from the severity of the plan he and Stovall offered to citizens at the town hall.

    "The only people who are really going to be impacted by this are mostly the unknowns," Gaskill said.

    The mayor said the street crimes unit would not be positioned to cause problems for law-abiding residents.

    "We just want to make a presence out there for the criminal element," Gaskill said. "And we want to make a presence for the people who are concerned and give them a sense of security."

    Gaskill added he was not concerned about potential profiling by the police department. Even though Stovall had said police would enter neighborhoods with the highest crime rates, Gaskill said officers would respond to where they received calls.

    "It would be based on where people have called us and said things are going on in our neighborhood," he said.

    Gaskill made clear Friday that when residents called about problems in their neighborhoods, they needed to provide police with information.

    "Give us a description — what kinds of clothes they're wearing, [license] plate number. We'll be looking for descriptions," he said.

    City Attorney Allen Warmath echoed Gaskill's statements on Friday.

    "It is my understanding that if they get a call in an area and they go to an area because of some calls of suspicious activity, they'll make contact," Warmath said.

    Warmath said while he had not directly spoken to Stovall, he understood that the street crimes unit would actually be less confrontational than Stovall let on.

    "If they have a call that there's some problems in the area, they're at least going to talk to you," he said. "Maybe that person walking their dog saw something. It gives them some information and some leads to find out what's going on."

    As for having IDs, he said citizens wouldn't have to worry about that, either. He said the police would not arrest residents solely for failing to produce identification when asked.

    Attorney Curtis Hitt of the law firm of Hitt and Kidd said officers were allowed to engage in "consensual questioning" with citizens, though if any circumstances arose that led to an arrest, a judge would have to look at the "totality" of those circumstances.

    "The bottom line is it would have to be determined on a case by case basis," he said.

    Hitt said he had a high regard for Stovall and the Paragould police. He said he felt their intentions were in the right place, which he believed was preventing crime and making Paragould a safe community.

    "At the same time, as an attorney who reads police reports and keeps up with the law, I certainly will be careful of that for any of my clients."

    Thursday's town hall meeting was the second of four meetings Paragould officials will host to discuss crime statistics in different parts of town. Officials will meet with residents Tuesday at Center Hill Church of Christ and Thursday at the Paragould Community Center. Both meetings begin at 7 p.m.

    Colin Powell Shows Support For Gun Control Measures, Including Assault Weapons Ban (VIDEO)

    WASHINGTON -- With gun control at the forefront of the national debate after last month's mass shooting in Newtown, Conn., Colin Powell weighed in on the subject and expressed support for a possible ban on assault weapons.

    The former secretary of state called the right to bear arms a "very complex issue" and said he was anxiously awaiting Vice President Joe Biden's formal recommendations to curb gun violence, which are anticipated on Tuesday.

    "You have deranged people throughout the country, unfortunately, and they are part of the problem," Powell said on NBC's "Meet the Press" Sunday. "You have to be deranged to pick up a Bushmaster or some weapon and go into a school and kill people. How do we deal with that part of the problem? That has to be looked at with respect to guns themselves."

    Powell added that he is a gun owner and reaffirmed his belief in the Second Amendment, but noted that the "responsibility under the Constitution and the Bill of Rights to protect our people" should be reason enough to "find some meeting of the minds" on the issue. Powell suggested implementing more comprehensive background checks, which is reportedly a top priority among Biden's pending proposals.

    Although he didn't explicitly call for the reinstatement of an assault weapons ban, Powell questioned whether individuals should be able to purchase the high capacity magazines that have been used in most mass shootings.

    "Whether or not it's in our overall interest to have these kinds of weapons in the hands of Americans who might not be responsible is a question we have to answer," Powell said. "How much are we really giving up if we said this kind of weapon should not be readily available to anybody who wants to buy one? And so I think we are at a very important point in our national dialogue on this."

    "The American people are concerned about the kinds of things that are happening in our society," he continued. "Surely, we can't get the whole ball of wax, [but] I hope that there will be a way to find something in this continuum of things we can do [so] that we are able to do to demonstrate to the American people that this problem is being taken seriously."

    Earlier in the day, National Rifle Association President David Keene signaled that efforts to ban assault weapons or limit high capacity magazines would be a non-starter with his organization and predicted they would not pass Congress.

    Sen. John McCain (R-Ariz.) made a similar point on CBS's "Face the Nation," pointing instead to the need to address mental health. He appeared alongside Sen. Joe Manchin (D-W.Va.), and the senators announced that together they plan to introduce a bill that would create a commission on mass violence.

    "You bring experts from all different fields. You bring people such as myself that are NRA members that have been sportsmen all of our lives, and look for a commonsense approach to how we change the culture of violence in America," Manchin said. "And that's what needs to be done."

    McCrystal Shoots Off His Mouth Again: We Should Look at Banning Weapons that are Already Banned

    Last week, retiring Gen. Stanley McCrystal made a stir when he suggested that America ought to take a look at enacting new gun control laws. Specifically, McCrystal said he supports banning military firearms such as M4 and M16 rifles. Such weapons are already banned from civilian ownership except in very few cases, and have been since 1934. Such weapons have played no role in any of the recent shootings that have been in the national headlines.

    Appearing on America’s Radio News today with Chris Salcedo, Gen. McCrystal reiterated his stance. You may listen to the full interview at the link.

    “I carried an assault weapon for many years, an M4 carbine. I think it’s the best weapon of its type in the world. Shoots a 5.56 round at 3000 feet per second. When it hits human flesh, it’s devastating. And if you see it up close, you know you don’t want it around our schools, you don’t want it on our streets.”

    The M4 is not on our streets, at least not legally as a fully automatic weapon. The 5.56 round is fired by many other rifles besides the M4. It is similar in size to the .223 round, and is on the smaller side of rifle rounds that are available to civilians. The devastation an M4 brings upon its target is as much a result of its fully automatic fire rate as from its ammunition.

    Gen. McCrystal continued: “I’m not an expert on gun control or the Second Amendment, but I am an expert on that kind of weapon. And I’m an expert on how I fee about my family. So what I want is a national conversation, a mature national conversation, that figures out how we protect innocent people from that kind of weaponry.”

    How mature can that conversation be, when so many of its most prominent participants know nothing about current gun laws and refuse to learn anything about them? They admit that they know nothing, as McCrystal does here, yet opine anyway.

    Host Chris Salcedo pointed out that with our porous border and lack of ability to control the illegal drug trade, only criminals will have firepower if civilians cannot legally own it.

    “Think about the children of Newtown,” McCrystal said in reply. “That is not a philosophical argument. That’s a bloody reality, and that’s the kind of thing that I want us to talk about.”

    The Second Amendment is also not a philosophical argument. It is a constitutional guarantee.

    The weapons that Gen. McCrystal consistently brings up are already banned. They played no role in the recent shootings. They are not among the most powerful available, no matter what the weapons look like. They factor in fewer murders per year than hammers do. Proper incarceration of murders would have saved the lives of the two firefighters murdered in New York State, by a felon who reportedly used a straw purchaser to obtain his weapons. An armed guard or faculty member would have had the chance to save all those children at Sandy Hook from an armed madman. “Gun Free Zone” signs may as well be painted to look like targets, for all the good they do in protecting innocent life.

    I think we need to look at banning certain people from office. Anyone with a Left Leaning Commie thinking belief that Americans should be disarmed for instance. I can NOT believe American military heroes would go this route. This country is doomed.

    West Point center cites dangers of ‘far right’ in U.S.

    A West Point think tank has issued a paper warning America about “far right” groups such as the “anti-federalist” movement, which supports “civil activism, individual freedoms and self-government.”The report issued this week by the Combating Terrorism Center at the U.S. Military Academy at West Point, N.Y., is titled “Challengers from the Sidelines: Understanding America’s Violent Far-Right.”

    The center — part of the institution where men and women are molded into Army officers — posted the report Tuesday. It lumps limited government activists with three movements it identifies as “a racist/white supremacy movement, an anti-federalist movement and a fundamentalist movement.”

    The West Point center typically focuses reports on al Qaeda and other Islamic extremists attempting to gain power in Asia, the Middle East and Africa through violence.

    But its latest study turns inward and paints a broad brush of people it considers “far right.”

    It says anti-federalists “espouse strong convictions regarding the federal government, believing it to be corrupt and tyrannical, with a natural tendency to intrude on individuals’ civil and constitutional rights. Finally, they support civil activism, individual freedoms, and self government.

    Extremists in the anti-federalist movement direct most their violence against the federal government and its proxies in law enforcement.”

    The report also draws a link between the mainstream conservative movement and the violent “far right,” and describes liberals as “future oriented” and conservatives as living in the past.

    “While liberal worldviews are future- or progressive -oriented, conservative perspectives are more past-oriented, and in general, are interested in preserving the status quo.” the report says. “The far right represents a more extreme version of conservatism, as its political vision is usually justified by the aspiration to restore or preserve values and practices that are part of the idealized historical heritage of the nation or ethnic community.”

    The report adds: “While far-right groups’ ideology is designed to exclude minorities and foreigners, the liberal-democratic system is designed to emphasize civil rights, minority rights and the balance of power.”

    The report says there were 350 “attacks initiated by far-right groups/individuals” in 2011.

    Details about what makes an attack a “far right” action are not clear in the report, which was written by Arie Perliger, who directs the center’s terrorism studies and teaches social sciences at West Point.

    A Republican congressional staffer who served in the military told The Washington Times: “If [the Defense Department] is looking for places to cut spending, this junk study is ground zero.

    “Shouldn’t the Combating Terrorism Center be combating radical Islam around the globe instead of perpetuating the left’s myth that right-wingers are terrorists?” the staffer said. “The $64,000 dollar question is when will the Combating Terrorism Center publish their study on real left-wing terrorists like the Animal Liberation Front, Earth Liberation Front, and the Weather Underground?”

    West Point Issues Report on the “Far Right” Terrorists in America

    If this article does not serve as a wake up call for all those on the fence regarding who your loving government now considers a “terrorist” I don’t know what will. The power structure loves to use language to divide and conquer their subjects, and this report is a perfect example of that technique. These days, when the term “far right” is used in the mainstream media or in government/military reports, they are talking about those that believe in the Constitution as the supreme law of the land. A preeminent set of laws that must be followed by everyone, including the President, Congress, large corporations and the military. Meanwhile, the “moderate right” is defined as Neo-cons.

    You know, the torture loving, Constitution-ignoring, militaristic chicken-hawks that still hold on to the reins of power within the Republican establishment. This is supposedly the “moderate right,” while the “far right” just wants to uphold the Constitution and Bill of Rights. Of course, the power structure doesn’t want to have to deal with the Constitution any longer, so of course those that defend it are “far right” or “terrorists” in the mind of the state.

    The report I am referring to was just released by the Combating Terrorism Center at the U.S. Military Academy and it is titled: “Challengers from the Sidelines: Understanding America’s Violent Far-Right.” From the Washington Times:

    Defense Secretary Leon Panetta eviscerates the second amendment, insinuates only military should be armed

    Defense secretary Leon Panetta offered strong words in favor of gun control while speaking to over one hundred U.S. soldiers stationed at an army garrison in northern Italy.

    “I mean, who the hell needs armor-piercing bullets except you guys in battle?”, Panetta asked of the 173rd Airborne Brigade Combat Team.

    Yesterday, President Barack Obama proposed sweeping new gun laws that could all but end the U.S. second amendment right to keep and bear arms. Obama’s initiative includes 23 executive commands coupled with a proposed ban on semi automatic assault rifles.

    Secretary Panetta’s words echo very similarly to those of Heinrich Himmler, infamous Nazi murderer who oversaw the deaths of millions. Himmler is quoted as having said, “Germans who wish to use firearms should join the SS or the SA – ordinary citizens don’t need guns, as their having guns doesn’t serve the State.”



    Arguing the typical establishment talking point which suggests that the second amendment was drafted for no other purpose but to protect hunters’ rights, Panetta added, “I am a hunter. I go out. I’ve gone duck hunting since I was 10 years old, and I love to hunt. I love to share that joy with my kids, but for the life of me I don’t know why people have to have assault weapons.”

    It would appear that the defense secretary has a piss poor view of American history.

    In early America, almost everyone hunted out of necessity. There were no large grocery stores, restaurants, and other eateries. An amendment to the constitution protecting folks’ ‘right to eat’ would have proved a silly measure and not worth the added time and debate.

    Gun control advocates are the first to suggest that only the police and the military should be armed. Well meaning, yet obviously foolish liberal activists, will often rail against the destructive might of the U.S. military industrial complex. However, when it comes to talk of protecting one’s self and one’s family from that very imperial arm, the same activists will shy away without a trace.

    Another key component missing from a gun control advocate’s narrow perspective is a belief that history is capable of repeating itself. Any well educated historian will note very striking patterns in the course of civilizations and societies throughout time. For one to deny that another Adolf Hitler or a Joseph Stalin could rise to power someday in the near future and disarm folks before butchering them, one must also deny the sky as blue and the grass, green.

    Panetta asks why assault weapons are needed. The answer is to protect and defend from folks just as himself who, given the chance, would order troops on to the streets in a mass gun confiscation initiative.

    This would explain why he wants to disarm us...

    On Monday, renowned author and humanitarian Dr. Jim Garrow made a shocking claim about what we can expect to see in Obama's second term.


    Garrow made the following Facebook post:
    I have just been informed by a former senior military leader that Obama is using a new “litmus test” in determining who will stay and who must go in his military leaders. Get ready to explode folks. “The new litmus test of leadership in the military is if they will fire on US citizens or not.” Those who will not are being removed.
    So, who is the source?

    Garrow replied:
    “The man who told me this is one of America’s foremost military heroes.”
    Understand, this is not coming from Alex Jones or Jesse Ventura, or from anyone else the left often dismisses with great ease.


    Garrow is a well-respected activist and has spent much of his life rescuing infant girls from China, babies who would be killed under that country's one-child policy. He was also nominated for Nobel Peace Prize for his work.

    His bio on Amazon.com reads:
    Dr. James Garrow is the author of The Pink Pagoda: One Man’s Quest to End Gendercide in China. He has spent over $25 million over the past sixteen years rescuing an estimated 40,000 baby Chinese girls from near-certain death under China’s one-child-per-couple policy by facilitating international adoptions. He is the founder and executive director of the Bethune Institute’s Pink Pagoda schools, private English-immersion schools for Chinese children. Today he runs 168 schools with nearly 6,300 employees.
    This comes on the heels of Sunday's report in the Washington Free Beacon (WFB) that the head of Central Command, Marine Corps Gen. James Mattis is being dismissed by Obama and will leave his post in March.

    The WFB article states:
    “Word on the national security street is that General James Mattis is being given the bum’s rush out of his job as commander of Central Command, and is being told to vacate his office several months earlier than planned.”

    Australian general gets key US Army post

    FORT SHAFTER, Hawaii (AP) -- Maj. Gen. Richard Burr salutes with his palm facing out, like he's shielding his eyes from the sun. He wears a wide-brimmed felt "slouch hat" with a brown and green camouflage uniform.

    The two-star general in the Australian Defence Force stands out amid the American soldiers donning berets and green and beige fatigues at the U.S. Army's headquarters for the Pacific. But he's responsible for directing their training and exercises as U.S. Army Pacific's deputy commander for operations. The Army is also making Burr their liaison to New Zealand, his homeland Australia and countries in Southeast Asia.

    Burr's appointment - it's the first time a non-American has served in such a high-ranking position at a command like this- symbolizes the Army's push to connect more with allies and friendly nations in the Pacific as it implements the Obama administration's policy to "rebalance" national defense strategy toward the region.

    Burr reports to Lt. Gen. Francis Wiercinski, a three-star general and U.S. Army Pacific's top commander since 2011. Wiercinski is responsible for most U.S. soldiers in the region, except those in South Korea.

    Burr said his presence in Hawaii tells others the U.S. Army is open to broadening its relationships.

    "I think it sends a very positive message to all countries in the region - not just our two countries - that stronger partnerships is really the way to go," Burr said in an interview Wednesday, one month after arriving in Hawaii for the new job. "And building from bilateral to multilateral partnerships is the key to a stronger, more stable region."

    The position reflects a deepening of an already close relationship between the U.S. and Australia, two nations who fought together in World War II and whose alliance was formalized by treaty in 1951.

    More recently, Australia sent troops to fight alongside the U.S. in Afghanistan and Iraq, even when those decisions were unpopular with voters at home.

    Burr was among the deployed. He commanded Australian troops in Afghanistan in 2002 and during the invasion of Iraq the following year. In 2008, he commanded all coalition special forces - including Americans - in Afghanistan.

    The 49-year-old said these experiences mean Americans know him, and know he takes the responsibility of commanding U.S. troops seriously. This helps the U.S. feel comfortable placing him in such a critical position.

    "This is quite unique. You're sort of letting someone in to look in your undies drawer. You want to have trust," he said.

    So far, Burr has been to Japan where he partnered with a Japanese general to run an annual U.S.-Japan exercise called Yama Sakura. Soon he'll go to Thailand to do similarly for the Cobra Gold exercise involving six nations: Thailand, the U.S., Singapore, Japan, Indonesia, South Korea and Malaysia. Australia will send an observer.

    Burr said it's good to have people from different militaries work together daily so they're already used to each other when they have to respond to a natural disaster or go into combat. Nations tend to act as a multinational coalition, whether to deliver humanitarian assistance or send troops to fight, he said.

    "My personal view is the more you can organize and practice that in a day-to-day sense, the better you will be at responding to those challenges, which usually happen at short notice," he said.

    Ralph Cossa, president of the Pacific Forum CSIS think tank, said putting a foreign officer in the direct line of command shows "unprecedented closeness."

    Denny Roy, a senior fellow at the East-West Center in Honolulu, said Australia has long partnered with major powers holding similar values - first Britain and now the U.S. - to influence the much more populous, sometimes dangerous, economically larger world to its north.

    Burr's appointment shows Australia is firmly in the inner circle of U.S. allies. Being there helps Australia influence its partnership with the U.S. and get its voice heard. It also gives Australia access to the latest intelligence, and helps it understand how the U.S. thinks and acts.

    "Australia is in," Roy said. "Australia ought to take this as a very positive vote of confidence and signal of strong partnership between the U.S. and Australia," he said.

    Burr said he looks forward to taking in Hawaii's water sports during the couple of years he expects to be in Hawaii, like diving, kayaking and surfing. He's already tried stand-up paddle-boarding.

    "Despite coming from Australia, I'm not a surfer. But I will be by the time I leave," he said.
