UN Security Council to meet amid Korean tensions The U.S. ambassador to the United Nations said Saturday that the U.N. Security Council will meet Sunday at 1600 GMT on the soaring tensions on the Korean Peninsula, news reports said. Early Saturday, Russia, a permanent council member, requested an emergency meeting which, according to U.S. sources, might have been held as soon Saturday afternoon, AFP said.
All active personnel serving with the Air Force Global Strike Command have been issued a special alert on Dec 18. Air Force Global Strike Command is responsible for deploying Long Range Strategic Bombers including B-52 and B-2 bombers. There are believed to be 30 B-52 and 11 B-2 bombers stationed at Anderson Air Force base on the Island of Guam. The USAF 36th Wing would be used as the main bomber force in advent of a war on the Korean Peninsula. The Amateur radio operator affiliation known as Sky Watchers has been reporting a substantial increase in Air Traffic at Anderson Air Force base since Dec 15. Strategic bombers deployed from Guam would rendezvous with Fighters from the 5th Air Force stationed in Japan before entering a combat area such as North Korea.

Russia's draft UN statement proposes sending envoy to Koreas

Russia's draft statement to the United Nations Security Council proposes sending a special envoy to Seoul and Pyongyang to resolve the conflict peacefully, a UN source said.
The draft statement also calls on the sides to "show maximum restraint."
The closed-door emergency meeting of the United Nations Security Council is being held at Russia's request on Sunday. Participants are discussing a Russian draft statement calling on both North and South Korea to refrain from the escalation of the conflict.
Russia's envoy to the UN Vitaly Churkin reiterated on Sunday that Russia was seriously concerned over further escalation between the two Koreas because the current situation in the region "directly affects the national security interests of the Russian Federation."
"We believe that the Security Council must send a restraining signal to the Republic of Korea [South Korea] and DPRK [North Korea], and help launch diplomatic activity with a view to resolving all issues of dispute between the two Korean sides by political and diplomatic means," Churkin said.
Tensions on the Korean peninsula are high since Seoul unveiled plans to hold exercises on Yeonpyeong Island on December 18-21. Pyongyang blasted the move saying its response would be "deadlier" than the shelling in November that killed four South Koreans on the island.
South Korea has postponed the drills until Monday citing poor weather conditions, but vowed to proceed with the planned exercises despite threats from Pyongyang and calls for restraint from Russia and China.

USAF Global HF System Frequencies
The Global HF System (GHFS) was stated by the US Air Force in June of 1992. This system was created by consolidating several other USAF HF networks, including the Strategic Air Command "Giant Talk" system. The goal of the system was to develope a worldwide HF network for providing Command & Control HF communictions to all authorized DOD aircraft and ground stations.
When you hear an aircraft or any stations calling "MAINSAIL" on any of the GHFS frequencies this is a "general" call for any ground station to answer and provided the calling stations with what ever he needs. Any GHFS ground station will respond to the call "MAINSAIL". Depending on the service required, the station bay request the aircraft to change to a discrete frequency for improved and extended service.
EAM's or Emergency Action Message. Another very important aspect of the GHFS is the transmission of EAM's. EAM's are the coded military orders or bulletins that have the highest priority. When EAM's are broadcast, ALL other users of the system are to standby. If you hear a voice giving a long series of letters phonically this is an EAM.
SKYKING messages are special EAM's. These presumably could be the nuclear go/no-go codes. There was a higher than normal number of EAM's and SKYKING messages being transmitted after the attackes of 9/11/01. Urgent SKYKING messages are repeated three or four times instead of the usual two. SKYKING is a group callsign, meaning "Any this net." "Do not answer" is the standard procedure ofr self-authenticating broadcasts, meaning that recipients don't need to give away their positions or existence by challenging the orders. While tuned to any of the GHFS frequncies and hear "SKYKING SKYKING Do not answer" you can bet you're hearing a very important, highest priority, and heavily encrypted message!

Western Forces buildup for Korean Attack

Four Multi-role Frigates and two air defense destroyers from Canada will meet up with an undisclosed contingent of Royal Navy and Royal Australian Navy vessels for what is assumed to be preparations for action on the Korean Peninsula. The UK, Canada and Australia have some 90 Fast-Attack aircraft that can be deployed with 24 hours to the Korean Theater. The Canadian and Australian Airforces operate the F18s while the UK deploys the Tornado. Allied forces could double the available Naval power in the theater by the end of the year with over 1000 Front-line Allied Aircraft deployed by South Korea, the U.S. and other allies. The sheer volume of Western Forces in the Region signals an inevitable war. Not in the last 55 years has their been such a large Western Military Build-up in the Korean peninsula.

By the way, ALL of those frequencies in general will be on upper side band... not AM or LSB.
If your shortwave doesn't have the capability to listen to single side band, ditch it and get a new one ASAP.
Even a portable rig with some kind of external antenna.
Do NOT leave the antenna set up if there is a possibility of nukes going off while you're sleeping. The radio will be fried.

Korean Meeting at UN Stalls As Even Russia & China Disagree on Ban Statements
UNITED NATIONS, December 19 -- Three hours into the UN Security Council's emergency meeting about the Korean peninsula, diplomats emerged to describe the split between the positions of US, Japan, South Korea and other Western countries and that of Russia and China.
As Russian Ambassador Vitaly Churkin put it on December 18, when the US Mission to the UN rebuffed his request for a Saturday meeting of the Council, both sides should be told to show restraint -- implying that South Korea should not go forward with its military exercises now scheduled for Monday or Tuesday.
The US maintains that South Korea's exercises are only self defense, and that any Council statement should lay the blame on the DPRK.
Meanwhile, even Russia and China do not fully agree. Inner City Press is told that while Russia wants to refer “relevant statements” of Secretary General Ban Ki-moon, China says it doesn't agree with some of these statements.
http://innercitypress.com/ban1kin.jpg
Churkin & S-G Ban (and Kim Won-soo), statements not shown
Reporters sighed that such consultations could go on well into the day. The television at the media stakeout was turned to NFL football, Giants versus Eagles. A lunch break was taken, with a US Mission staffer returning with two bags of food. Susan Rice, unlike Churkin, never emerged from the Chamber. Watch this site.
1st update: during the lunch break, several UN officials came out of the Council chamber: Lynn Pascoe, Fink Heysom and Kim Won-soo. Some wondered, where IS Ban K-moon?

Re: North And South Korea On The Brink Of War, Russian Diplomat Warns
I forget them most of the time. No worries.
We're more concerned at the moment getting as MUCH intelligence as possible. Even the twitter stuff which some of us can NOT access at work.
I have access to the internet at work, and stay on this site most of the day. If you get material off twitter, facebook etc, post the actual material because I can not get to those sites.
If you get some thing off the chinese and NK sites, post that as well, since that too, is blocked for me.
My issue is simple. I work on a military base, inside a restricted area. That means I can't really come and go easily if the crap hits the fan. I want to be able to be as INFORMED as possible to bail out BEFORE the crap hits the fan... I'll be leaving if I even suspect something is about to go down.
once the missiles start flying, I won't be allowed to leave and I'll have to stay there an die with everyone else.
I'm not giving that them that option any more. I left the AF in 2002 and I won't die in vain for my country in a nuclear blast. If' I 'm going down, it will be fighting - not standing around waiting to be vaporized by a 15000 mph warhead we missed.

Now I'm sitting here in cold country and my biggest worry has been being hit hard and it being winter in the states which is the worst situation for civilians.....the cold can break a person fast.

Residents of South Korean island fleeing ahead of military drills
From Kyung Lah, CNN
December 19, 2010 -- Updated 1942 GMT (0342 HKT)
Yeonpyeong Island, South Korea (CNN) -- Amid South Korean plans to hold live-fire military drills this week and North Korean threats of retaliation, many residents of Yeonpyeong Island are evacuating, afraid of being caught in the middle.
Villagers streamed onto what they believed was the last ferry to Incheon, South Korea, on Sunday, carrying what belongings they could. Some were holding their children as others helped the elderly.
"I'm leaving because they said the drills are tomorrow," said Kim Ok Jin, 66.
Kim said the island was once a good place to live and she does not want to leave.
"Of course I'm angry," she said. "But that's not going to change anything."
Many Yeonpyeong residents are evacuating for a second time. This time, however, they have warning. On November 23, they had none before North Korea began shelling the island. Two civilians and two South Korean Marines died in the attack.
The South Korean military said Thursday that its drills will take place in the seas southwest of Yeonpyeong Island between December 18 and 21, but bad weather forced a delay Saturday. South Korea's Yonhap news agency reported the drills will take place Monday or Tuesday in the Yellow Sea off the island.
As villagers departed, few signs of life remained on the island -- only military trucks patrolling and waiting for possible North Korean retaliation for the drills.
Not everyone on Yeonpyeong, however, was leaving. Song Young Ok said she has not been told to stop selling tickets for the ferry off the island, and doesn't know when the military drills will take place.
Song said she is planning to stay put, holed up along with others in a military bunker.
She said she doesn't know why it has to be this way -- if South Korea carries out the drills, North Korea has threatened to retaliate even more strongly. South Korea's insistence on conducting the drills is picking a fight, she said.
Others were more optimistic. "It's OK," said ferry passenger Lee Chun Nyeo, 83. "The soldiers need to do (the exercises), right?"
Yeonpyeong is located just south of the Northern Limit Line, the line drawn in 1953 by the United Nations just after the Korean War. The U.N. drew the line three nautical miles from the North Korean coast and put five islands close to the coast under South Korean control.
That was supposed to be a temporary arrangement. But in the absence of a full peace agreement, the Northern Limit Line remains in place.
North Korea has suggested an alternative line, but South Korea has resisted, as it would bring the North's maritime boundary close to Incheon, a main port.
Waters in the Yellow Sea are important for fishing and crab. For North Korean fishermen especially, the blue crab season between June and September is an important source of income. Crabs have a habit of migrating south during that time, so the water is sometimes crowded with boats from both countries, as well as vessels from China. However, the Yellow Sea has seen armed clashes in the past few years, the most serious of them in 1999 and 2002.
China and Russia have asked South Korea to reconsider holding the drills. Russia called for an emergency meeting of the U.N. Security Council on Sunday.
CNN's Tim Lister contributed to this report.

U.N. council split on North Korea statement - diplomats
Sun Dec 19, 2010 7:51pm GMT
By Louis Charbonneau
UNITED NATIONS (Reuters) - The U.N. Security Council met in emergency session on Sunday to try to cool tensions on the Korean Peninsula, but the five big powers were split on whether to publicly blame North Korea for the crisis.
Pyongyang raised an alert for artillery units along its west coast in what appeared to be its latest move in a growing crisis between the two Koreas, Yonhap news agency said, quoting a South Korean government source. The report was issued ahead of a planned live-fire drill by South Korea.
South Korea's Defence Ministry offered no immediate comment on the Yonhap report. Bad weather has so far delayed the planned firing drill at a disputed border that has enraged Pyongyang.
Both sides have said they will use military means to defend what they say is their territory off the west coast, raising international concern that the standoff could quickly spiral out of control.
The 15 Security Council members were meeting behind closed doors to try to agree on a statement that Russian U.N. Ambassador Vitaly Churkin said he hoped would send a "restraining signal" to both the North and the South.
Western envoys inside the meeting said the five permanent veto-wielding members were split over whether to blame North Korea for the crisis, as the United States, Britain, and France -- along with Japan -- demand, or to urge both sides to avoid acts that could deepen the crisis, as Russia and China want.
The Chinese, North Korea's staunchest supporters on the council, and Russians reject the idea of assigning blame to Pyongyang, the envoys told Reuters on condition of anonymity.
"The council needs to send a signal that clearly communicates that North Korea has been acting as the aggressor and South Korea is well within its rights to prepare for its self-Defence," a Western diplomat said.
RUSSIAN AND BRITISH DRAFTS
Diplomats told Reuters that a Russian draft statement calls for U.N. Secretary-General Ban Ki-moon to send a special envoy to Seoul and Pyongyang to urge a peaceful solution, and calls on the two sides to exercise "maximum restraint."
The diplomats said the Russian draft was unacceptable to Washington, London, Paris and Tokyo. A British draft statement, obtained by Reuters, has the council saying it "deplores" North Korea's latest actions and urging Pyongyang to "act with restraint," but Russia and China have rejected that draft.
Washington has backed Seoul's push to go ahead with the planned live-fire drill on Yeonpyeong island, where four South Koreans were killed in an artillery attack last month.
The drill, within view of the North Korean mainland, is scheduled to take place sometime before Tuesday. U.S. and Chinese officials have described the situation on the Korean Peninsula as "extremely precarious" and a "tinderbox".
Recent Western attempts to get the Security Council to rebuke Pyongyang over a deadly artillery shelling incident last month and its nuclear program have been blocked by China.
The U.N. Secretariat distributed to council members a document on an investigation of the November 23 shelling incident by the so-called U.N. Command, the U.S.-led military forces in South Korea that monitor compliance with the 1953 Armistice Agreement that ended the Korean War.
That probe concluded the South did not violate the armistice with its November 23 military drills in disputed waters, while the North committed a "deliberate and premeditated attack" that was a "serious violation" of the cease-fire, according to the document, which was obtained by Reuters.
North Korea has called the artillery fire drill by the South a suicidal war move that would trigger all-out conflict on the peninsula and said it would strike back in self-Defence.
The South has said if it was attacked in the same manner as last month, it would hit back hard with air power and bombs.
Analysts were skeptical the North would carry through with its threats. The North will likely respond by holding a live-fire drill on its side of the tensely guarded sea border, if the South goes ahead with its exercise, they said.
BAD WEATHER STALLS DRILL
Weather conditions worsened on the normally sleepy Yeonpyeong island, which has been largely abandoned by residents after the November 23 attack.
The South Korean government, widely criticized at home for its perceived weak response to the shelling of the island, remained determined to carry out the exercise. A Defence Ministry official said the weather was the decisive factor.
South Korea's marines plan to test artillery firing from the island targeting its territorial waters to its southwest, the same type of exercise that North Korea last month called an attack and prompted its shelling of the island.
Concern mounted on the island among the few residents who remained, and anticipation was growing that the drill would take place on Monday.
"I see they have to do what they have to do, but the people here want peace and quiet," Dan Choon-nam said after a tearful church service. "We want things to be back to how they were."

Re: North And South Korea On The Brink Of War, Russian Diplomat Warns
I am extremely concerned about the cold. I have my wife getting warm clothing together this evening mostly for herself. She's the one I worry about.
I just finished going through weapons, ammo and such.
I quized her a bit on what she would grab - she did ok. Mostly I was checking myself to see if *I* would grab same things.
She and I are in the same boat though at work. Both working on military installations each of them 20 miles from home in opposite directions and 40 miles from each other.
If they lock down, we're trapped. I'm just worried about getting us out of the bases so we can be together if the shit starts falling.
